Louisville’s Magnum Opus: Eastern Parkway’s Slip lining Project

The city of Louisville is not alone in its vast efforts to rehabilitate the sewer systems as many throughout the nation are aging and outdated. That said, not all infrastructures are created equal. An infrastructure replacement project can be extensive and troubling when costs are passed onto the taxpayers. But what about other, more tangible inconveniences such as traffic delays and pesky travel detours and re-routings? The city has found a way to keep such slights far from the unsuspecting traveler and homeowner. While the city is currently replacing over six miles of sewer pipeline, there has been little impact on neighborhoods and residents. A multi-million dollar plan is underway and the location is the Eastern Parkway. Interestingly, the pipeline to be replaced is being slip lined- a pipe within a pipe-thereby eliminating the need to excavate. The pipeline being replaced is a 48 in. cast iron pipe and is nearly a century old. The pipeline services the Crescent Hill area and has had several cracks and leaks during recent years. The Eastern Parkway is the largest water infrastructure project in Louisville-to date, as well as the first time the city has used slip lining for its pipelining projects. This overhaul primarily addresses the solutions needed to keep neighborhoods in Louisville and Jefferson County protected, as heavy storms have caused increased incidences of flooding to hundreds of homes. Louisville’s Storm Protection Strategy: A Flood Gate

The city of Louisville has recently pledged its commitment to maintain the existing infrastructure and improve its flood conditions. Since the pumping stations and levees were built, Louisville has added more hard surfaces like roads, parking lots, and buildings-creating even more potential floodwaters- resulting in pumping stations that no longer have enough capacity to sufficiently protect the city. Much of that development occurred before there were requirements to protect flood plains. Studies have also shown the number of storms with 3 inches of rain or more in 24 hours – a two-year storm – has doubled in the last decade, compared to the conditions 50 years. Louisville is strategizing to implement best practices to curb massive sewage overflows. The sewer district has also researched the most efficient means to move and temporarily store sewage and rain in its combined storm and sewer lines. An innovative approach, on the horizon for neighborhoods within Louisville, is a new flood gate to circumvent massive rains. The flood gate is16 feet wide, 24 feet tall and 45,000 pounds of custom-crafted metal and will replace a rusted, corroded gate. The city has 29 miles of levees and walls with rains that are inundating Louisville neighborhoods that need to be pumped out. The $850,000 flood gate project is underway and is expected to provide protection for decades, safeguarding 70,000 homes and 6,000 businesses in more than 40 neighborhoods. The rain torrents, just months ago, lead to approximately 100 water rescues, water standing 8-10 feet high, and interstate ramp closures. Hustonville Gets the Go-Ahead for Sewer Upgrades

The County of Lincoln has begun a sewer rehabilitation project that has been in the making for several years. The project, in its entirety, is expected to cost upwards of $5 million. Much of the expense will be paid for in grants and loans. The timeframe for the sewer upgrades will be approximately one year, with a probability of completion prior to that. Once the city completes the project the connections to the sewer from residences can be at the assistance of a certified plumber. Notification letters will be sent to homeowners regarding landscaping and what to do to protect it from the ongoing repairs. The district will construct sewer taps for customers’ homes as part of the project, including crossing streets with pipes if necessary, at no cost to the customers. The City of Hustonville will also inspect each sewer connection at a fee of $100 and customers will need to notify the Hustonville Water Office once construction of their sewer pipes is complete. Once sewers are connected to the new system, households are instructed to pump and disconnect old septic tanks from the home.
